Amends subsection 4 of section 54-10-01 of the North Dakota Century Code regarding the state auditor's performance audit authority.

Changes performance audit determination authority from solely the state auditor to the legislative assembly, appropriations committees, or legislative audit and fiscal review committee.

Requires the state auditor to obtain prior approval from the legislative assembly, appropriations committees, or legislative audit and fiscal review committee before hiring a consultant for performance audits.

Requires the state auditor to notify the audited agency of the need for a consultant before requesting approval to hire one.

Makes the audited agency responsible for paying the cost of any approved consultant.
