Amends definitions in North Dakota Century Code sections related to child welfare by renumbering and clarifying existing definitions, including "person responsible for the child's welfare," "abused child," "neglected child," and "prenatal exposure to a controlled substance."

Modifies the child fatality review panel's duties to review deaths and near deaths of minors occurring in the state during the preceding six months and identify trends or patterns, with expanded focus on interagency communication and data collection.

Establishes that annual reports from the child fatality review panel must be public and include the cause and circumstances of death, child's age and gender, prior child abuse and neglect reports, assessment results, and services provided.

Maintains confidentiality of all panel meetings and documentation except for the annual report, which is made available to the public and designated persons under section 50-25.1-11.
