Amends section 30.1-32.1-12 of the North Dakota Century Code regarding liability for creditor claims and statutory allowances against transfer on death deeds.

Prohibits the estate from enforcing liability against purchasers of the property for value or persons acquiring an encumbrance in the property for value from the original recipient.

Requires liability to be apportioned among multiple properties transferred by transfer on death deeds in proportion to the net values of the property at the transferor's death.

Limits proceedings to enforce liability to no later than eighteen months after the transferor's death, with claims against property that has been sold or encumbered for value brought against the original recipient for the net value at time of death.
