Amends Section 28-05-09 to clarify that notice of pendency is not required for actions to enforce construction liens or miner's liens.

Modifies Section 35-27-25 to require lienholders to commence suit and record a lis pendens within 30 days of receiving written demand from the owner, agent, or contractor, or forfeit the lien.

Establishes a 3-year deadline from the date of recording for a lienor to commence an action and record a lis pendens to enforce the lien, after which the lien is deemed satisfied.

Specifies the 30-day requirement applies regardless of delivery method with no extensions permitted, and requires the demand notice to inform the lienor of forfeiture consequences.

Applies the amendments to construction liens of record on the effective date while not extending enforcement time for existing liens.
