Amends North Dakota Century Code section 14-07-08 regarding separate and mutual rights and liabilities of spouses.

Clarifies that earnings of one spouse are not liable for debts of the other spouse, except for necessary household expenses incurred while living together.

Establishes joint and several liability for both spouses for debts contracted while living together for necessary household supplies, food, clothing, fuel, medical care, shelter, and education of minor children.

Provides that each spouse remains liable only for their own debts contracted before or after marriage and that separate property of one spouse is not liable for the other spouse's debts.
