Appropriates $620,000,000 to the Department of Transportation for construction and maintenance of state highways for the period effective through June 30, 2015, designated as one-time funding.

Appropriates $100,000,000 to the State Treasurer for transportation funding distributions to non-oil-producing counties and townships through June 30, 2015, designated as one-time funding.

Distributes $64 million to non-oil-producing counties and cities, $16 million to counties and townships, and $20 million through direct township distributions of $15,000 each with remaining funds split 80/20 between counties/cities and counties/townships.

Defines "non-oil-producing county" as a county receiving no allocation or less than $500,000 in state fiscal year 2012 funding under section 57-51-15.

Declares the Act an emergency measure; passed by Senate 47-0 and House 88-0.
