Amends petition circulator affidavit requirements to explicitly state that circulators must be qualified electors who have been residents of North Dakota for at least two years.

Modifies age restrictions on petition circulation by removing the blanket prohibition on individuals under 18 years old and instead allows circulators under 18 if they are qualified electors with at least two years of state residency.

Applies the same qualified elector and two-year residency requirements to petitions under article III of the North Dakota Constitution, section 44-08-21 (recall petitions), and other initiated or referred measures.

Requires all petitions to be circulated in their entirety with no statements of intent or explanatory information included.

Makes the Act applicable only to petitions approved for circulation after the effective date and grants the North Dakota Supreme Court exclusive original jurisdiction over any constitutional challenges.
