Creates a new eligibility exception for North Dakota career and technical scholarships and North Dakota academic scholarships for students who meet all other criteria but fall short of the required ACT score.

Allows students with a composite ACT score of at least 22 to receive two-thirds of the dollar amount otherwise specified for these scholarships.

Caps the maximum scholarship amount at four thousand dollars for students receiving scholarships under this exception, notwithstanding other provisions.

Declares the act to be an emergency measure.
