Establishes a suggestion incentive program allowing eligible state employees to submit proposals to reduce expenditures within their agency, administered by a five-member committee of state agency heads appointed by the governor for four-year staggered terms.

Eligible participants include all state employees except agency heads, administrators, and management-level supervisors; the committee reviews proposals for feasibility, desirability, and whether they maintain service quality.

Approved employees receive 20 percent of savings realized up to a maximum of $4,000, computed on actual savings for a 12-month period following implementation of the approved change.

Employees qualify for an award only for the first year's savings and may not receive additional payments for subsequent years, with payment made as a lump sum from the employing agency's funds.

State agencies must report implemented recommendations to the office of management and budget by July 1st annually, and the office shall provide a statewide report to all agencies by September 1st each year.
