Amends North Dakota Century Code section 39-21-06 to clarify requirements for stop lamps and turn signals on motor vehicles registered in the state.

Requires motor vehicles manufactured or assembled after January 1, 1964, to have at least two stop lamps in good working order mounted on the rear, except truck tractors which need only one stop lamp.

Mandates electrical turn signals in good working order on motor vehicles, trailers, and semitrailers manufactured or assembled after January 1, 1952, with an exemption for trailers or semitrailers under 3,000 pounds gross weight.

Specifies that stop lamps must be mounted at a height between 15 inches and 72 inches from the ground.

Passed by Senate vote of 46-0 (1 absent) and House vote of 85-8 (1 absent) in the 2013 regular session.
