Amends North Dakota Century Code section 37-19.1-02 to establish employment preference procedures for veterans in governmental agency hiring and recruitment processes.

Requires applicants claiming veterans' preference to submit a DD-214 report of separation; disabled veterans must also provide a letter less than one year old from the Veterans Administration confirming disability status.

Provides bonus points on competitive examinations: five points for veterans and ten points for disabled veterans on a 100-point scale, or equivalent percentages on other scales.

Exempts certain positions from veterans' preference including superintendent of schools, teacher, administrative department heads, chief deputies, higher education chancellors and faculty, and governor or legislative appointments.

Prohibits state agency employees and political subdivision employees from claiming veterans' preference when applying for different positions within the same agency or subdivision.
