Amends section 15.1-09-05 of the North Dakota Century Code regarding school board vacancies and appointments.

Replaces specific list of vacancy causes (death, refusal to serve, failure to qualify, resignation, court removal, relocation outside district) with a reference to reasons set forth in section 44-02-01.

School district business manager must notify county superintendent of vacancies; school board must fill vacancies by appointment or special election within 60 days or county superintendent calls special election.

If vacancy reduces board membership below quorum, state board of public school education appoints members to achieve quorum; appointed members resign after remaining vacancies are filled but may be reappointed by school board.

Business manager must certify any appointment to county superintendent of schools.
