Establishes a workforce development grant program within the North Dakota Department of Commerce's division of workforce development for tribally controlled community colleges, with eligibility limited to colleges not on Indian reservations or those on reservations with unemployment rates exceeding 30 percent.

Permits grant funds to be used for developing certificate or degree programs aligned with identified job opportunities within North Dakota, or assisting students in establishing new North Dakota businesses that employ state citizens.

Requires grant funds to supplement rather than replace existing college programs and funding sources, and mandates grantee colleges to cooperate and collaborate with tribal, state, or federal agencies providing economic development or workforce training assistance.

Obligates receiving colleges to submit annual reports to the Department of Commerce within 60 days of each fiscal year end, including expenditure details, student numbers, graduation rates, job placement rates, and numbers of jobs or businesses created.

Appropriates $5,000,000 from the general fund to the North Dakota Department of Commerce for the biennium beginning July 1, 2013, and ending June 30, 2015.
