Expands definition of qualifying projects for public-private partnerships to include ferries, mass transit, vehicle parking, power generation, fuel supply, oil/gas pipelines, water supply facilities, public works, waste treatment, hospitals, schools, medical/nursing facilities, recreational facilities, public buildings, worker housing, and technology infrastructure.

Allows private operators to construct, improve, rehabilitate, own, lease, manage, and operate qualifying projects with ability to mortgage, pledge, and grant security interests in projects and related agreements.

Modifies lease term requirements to allow lease terms of up to fifty years with periodic review and revision as mutually agreed, rather than mandatory five-year reviews.

Exempts new qualifying projects from ad valorem and property taxes if approved by the governing body of the city or county, and allows projects with development agreements describing bidding methods to opt out of competitive bidding requirements.

Creates public records exemption for information that would adversely affect the financial interest or bargaining position of the public authority or private operator, allowing such information to be withheld from public disclosure and discussed in executive session.
