Amends North Dakota Century Code section 52-06-02, subsection 4 to modify unemployment insurance eligibility rules for workers involved in labor disputes.

Maintains the existing disqualification of unemployment benefits for individuals whose joblessness results from strikes, sympathy strikes, or work stoppages due to labor disputes.

Adds a new exception allowing workers to receive unemployment benefits if they have been locked out by their employer and prevented from working.

Preserves existing exceptions that allow benefits if the worker is not participating in or directly interested in the labor dispute, or does not belong to a grade or class of workers involved in the dispute.
