Changes state health officer authority from "may" to "shall" require appointment of an emergency medical services and trauma medical director who must be a physician licensed in North Dakota and contracted by the state department of health.

Appropriates $332,000 from the general fund to the state department of health for the biennium beginning July 1, 2013, and ending June 30, 2015.

Allocates funds as follows: $125,000 for the contracted medical director position, $40,000 for advanced trauma life support training, $75,000 for rural trauma team development course, $50,000 for trauma designation visits, and $42,000 for state trauma registry.
