Amends North Dakota Century Code Section 15.1-09-58 to allow school district boards to establish early childhood education programs (instead of prekindergarten programs) and receive funding from local tax revenues, state appropriations, federal funds, gifts, grants, and donations.

Authorizes school districts to use local tax revenues other than those supporting kindergarten and elementary/high school educational services to fund early childhood education programs.

Requires the superintendent of public instruction to study comprehensive early childhood care and education development, delivery, and administration, including examination of service availability, quality, costs, projected needs for the next 10-20 years, and capacity of public and private providers to expand.

Permits the superintendent to appoint committees, work groups, task forces, and subcommittees as necessary to conduct the study.

Requires the superintendent to submit a final report with recommendations to legislative management by June 1, 2014.
