Amends North Dakota Century Code Section 62.1-04-02 relating to concealed carry of firearms and dangerous weapons.

Prohibits individuals (other than law enforcement officers) from carrying concealed firearms or dangerous weapons unless licensed or exempted under the chapter.

Excludes self-defense sprays and aerosols containing CS or CN irritants from the definition of "dangerous weapon."

Excludes stun guns or devices using direct contact to deliver voltage for self-defense from the definition of "dangerous weapon."

Passed the Senate 46-1 and the House 92-0 during the 2013 legislative session.
