Creates a new "nonresident additional seven-day waterfowl license" effective after July 31, 2013, allowing nonresidents to purchase an additional seven-day hunting period in a specified zone for a separate fee.

Permits nonresidents to purchase one statewide license per year plus one additional seven-day license per year (previously limited to one license total per year).

Requires fees from the additional seven-day waterfowl license to be used for the private land open to sportsmen program, consistent with statewide license fees.

Sets the fee for both statewide nonresident waterfowl hunting licenses and nonresident additional seven-day waterfowl licenses at $125.

Maintains existing restrictions on hunting periods (fourteen consecutive days or two seven-day periods) while adding the new seven-day license option as an additional purchase opportunity.
