Creates a state policy declaring North Dakota does not condone discrimination based on sexual orientation, defined as heterosexuality, bisexuality, or homosexuality.

Explicitly states the policy does not create a right to sue for damages, establish any enforceable protections, or change state personnel, contracting, or other policies related to state action.

Raises the age threshold for employment discrimination protections from 40 years of age to 55 years of age.

Reduces the backpay limitation period for discrimination cases from two years to one year from the date a complaint was filed with the department or court.
