Expands the definition of bullying to include conduct received by students while at school, on school premises, in school vehicles, or at school-sponsored events that is severe, pervasive, or objectively offensive and substantially interferes with educational opportunities, places students in reasonable fear of harm or property damage, or disrupts school operations.

Clarifies that "conduct" includes the use of technology or other electronic media in all bullying definitions and prohibitions.

Removes the July 1, 2012 deadline and requires each school district to have bullying policies in place that include reporting procedures, investigation timelines, document retention schedules, disciplinary measures, and authority to ban individuals from school activities for the school year.

Requires school districts to involve parents, employees, volunteers, students, administrators, law enforcement, domestic violence and sexual assault organizations, and community representatives in developing bullying policies.

Creates a new requirement for school district personnel to report to law enforcement when non-students commit assault, coercion, defamation, harassment, stalking, terrorizing, or other criminal acts at school or school-sponsored events, with mandatory immediate removal from premises for at least the remainder of the school year.
