Beginning with the 2014 biennial municipal elections and every four years thereafter, all North Dakota cities shall place a separate ballot question on whether park district board minutes must be published in the city's official newspaper.

If voters approve publication, the board of park commissioners must provide the official newspaper with complete minutes or a complete summary of substantive actions within seven days after each meeting.

Roll call votes must be published (may be indicated as "unanimous" when appropriate) and a list of individual expenditures showing payee and amount must be published.

Employee salary disbursements need not be published if the board elects to publish an annual salary schedule for each employee.

Minutes must continue to be published until disapproved at a subsequent quadrennial election.
