Redirects certificate fees to fund employment of people with disabilities initiatives, requiring two dollars from each certificate fee and one dollar from additional certificate fees to support the committee's statutory duties instead of job development programs.

Expands the Committee on Employment of People with Disabilities from three to four appointed public members, including the executive director of the North Dakota Association of Community Providers, a community employer representative, an individual with a disability, and a family member of an individual with a disability, with staggered three-year terms.

Requires the committee to meet at least quarterly and establish specific duties including reviewing policies and eligibility, developing cross-agency tools, identifying best practices and federal funding sources, and setting benchmarks for improving community employment outcomes for individuals with disabilities.

Mandates the committee issue an annual report before January first each year detailing activities, goals, progress, identified barriers, and strategies to achieve employment objectives, submitting the report to the governor and legislative management.

Designates the Department of Human Services Division of Vocational Rehabilitation to provide administrative services to the committee.
