Governor appoints infrastructure audit task force with 9-15 members composed of infrastructure professionals, funded adequately to employ accounting and financial expertise.

Task force must report findings and recommendations to governor and legislative assembly within 12 months of appointment, then provide biennial budget information.

Task force may direct state agencies, counties, cities, townships, and public utilities to conduct audits of their infrastructure assets including roads, water lines, power facilities, buildings, parks, and waste treatment facilities.

Audits must identify each infrastructure item's value, replacement cost, useful life, repair condition, needed maintenance, and prioritize items based on safety impacts, physical condition, and cost to achieve average, good, and excellent condition.

Political subdivisions must present completed audits to residents with plans for funding reserves and identifying sources for replacement, maintenance, and upgrades; all entities must update audits every 24 months and use reports in budgeting decisions.
