Senate Bill 2284 Summary

• Creates a new brewer taproom license for breweries producing no more than 25,000 barrels of malt beverages annually, with an annual fee of $500 in lieu of all other state license fees.

• Allows brewer taproom licensees to manufacture, sell, and export beer on licensed premises; sell for on-site and contiguous restaurant consumption; sell off-premises in sealed containers (12 ounces to 5.16 gallons); and deliver directly to wholesalers and retailers under specified conditions.

• Limits direct deliveries to retailers to eight barrels per day per retailer and 10,000 barrels annually across all retailers, with deliveries restricted to the brewer's own equipment and employees.

• Requires brewer taproom licensees to file monthly sales reports with the tax commissioner and pay annual wholesaler taxes on all retail sales by January 15th.

• Prohibits a brewer from holding more than one taproom license or having ownership interests in or affiliations with any other manufacturer, brewer, importer, wholesaler, or retailer.
