Increases administrative fees for using dyed special fuel in licensed motor vehicles: first violation $500, second violation $2,000, third violation $4,000, and fourth+ violations $10,000.

Allows highway patrol to stop, detain, and inspect licensed motor vehicles and fuel containers to determine dye content and check for federal law violations.

Imposes civil penalty of up to $1,000 for attempting to prevent, stop, or delay fuel inspection by highway patrol.

Requires retailers of dyed special fuel to affix stickers on pumps dispensing the fuel to advise consumers of administrative fees for first-time violations.

Exempts persons who purchased dyed special fuel in other states or Canadian provinces and state/local governments using dyed fuel for public road maintenance; allows tax commissioner to waive fees for good cause shown.
