Creates new requirement that construction of water retention structures must be approved by 60 percent of property owners within the geographic water retention area affected by the manmade structure.

Amends flood plain management exceptions to clarify that ring dikes around individual farmsteads are exempt if not constructed with tiebacks to existing roadways or dikes.

Clarifies that agricultural dikes along the Red River of the North and Bois de Sioux River are exempt when constructed pursuant to joint and cooperative agreements between North Dakota and Minnesota.

Requires that exceptions granted by federal agencies under the national flood insurance program must be approved exceptions under state law and cannot conflict with existing state law.

Maintains existing requirements that exempt construction must maintain flood-carrying capacity and not increase water surface elevation of base flood more than one foot at any point.
