Expands the governor's prevention and advisory council's focus from discouraging impaired driving and substance abuse by minors to establishing a statewide school and community-based youth prevention network addressing underage drinking, impaired driving, poor traffic safety, suicide, and other destructive decisions.

Authorizes the council to implement positive community norms to address youth and adult impaired driving and social factors contributing to alcohol, tobacco, and other substance abuse.

Permits the council to accept grants and gifts of money, property, or service from any public or private source, with all such funding automatically appropriated on a continuing basis.

Prohibits use of appropriated funds for costs associated with initiated measures.

Appropriates $490,000 from the general fund to the governor for the biennium beginning July 1, 2013, and ending June 30, 2015.
