Prohibits creation of in vitro human embryos by any means other than fertilization of a human egg by human sperm, and prohibits transfer of non-standard embryos into human bodies.

Bans creation and transfer of human-animal hybrids, with exceptions for transgenic animal models containing human genes and xenotransplantation that does not violate other prohibitions.

Prohibits giving or receiving valuable consideration for the provision of gametes or in vitro human embryos, though procurement of gametes for infertility treatment of the patient is permitted.

Designates in vitro human embryos as biological human beings not subject to property ownership, requiring high duty of care from fertility physicians and medical facilities, with prohibition on intentional destruction.

Establishes class B misdemeanor penalties for violations, with additional grounds for physician disciplinary action and denial or revocation of medical licenses and facility operational permits.
