Authorizes the North Dakota insurance department to conduct criminal history record checks for insurance producer license applicants under chapter 26.1-26.

Requires individuals applying for resident insurance producer licenses to complete a criminal history record check as provided in section 12-60-24, with all associated costs borne by the applicant.

Exempts license continuation applications and individuals who apply for an insurance producer license within twelve months following cancellation or expiration of a valid license from the criminal history record check requirement, unless the prior license was suspended or revoked.

Permits the commissioner to arrange for collection and transmission of fingerprints through outside services for conducting criminal history record checks.

Becomes effective September 1, 2013.
