Requires septic system servicers to obtain a permit from the department before engaging in the business of servicing septic systems, cesspools, privies, chemical toilets, holding tanks, and similar devices.

Establishes department authority to require training and examination of servicers and employees, set permitting standards, issue or revoke permits, establish reasonable fees, and enforce rules for septic system servicing.

Allows the department to apply different regulatory standards based on servicer size, service type, septage quantity handled, and number of units; exempts rural single-family residences on owner-occupied or leased property from land application site preapproval requirements.

Increases maximum civil penalty for violations from five thousand to twelve thousand five hundred dollars per day per violation.

Repeals chapter 23-19 of the North Dakota Century Code relating to cesspool, septic tank, and privy regulation; becomes effective January 1, 2014.
