Amends North Dakota Century Code section 39-08-13 to clarify that accident reports and their information are not privileged or confidential.

Designates investigating officer opinions on fault or responsibility as confidential and exempts them from public inspection.

Classifies four categories of information in accident reports as exempt records: driver identification numbers, telephone numbers, insurance company names and policy numbers, and day and month of birth.

Exempts the restricted information from confidentiality if the requester is a party to the accident, their legal representative, the insurer, or representatives involved in defending or investigating related claims.

Allows any person to request a copy of accident reports for a two dollar fee, excluding the officer's opinions and any exempt information as defined in the law.
