Amends subsection 15 of section 12.1-32-15 of the North Dakota Century Code regarding juvenile sexual offender and child offender registration requirements.

Mandates that law enforcement agencies must release relevant and necessary information on file to the superintendent or principal of the school a juvenile offender attends (changed from discretionary "may" to mandatory "shall").

Requires school administration to notify other administrators in similar positions if a registered juvenile offender transfers to another learning institution within or outside the state.

Law enforcement may still release information to other law enforcement agencies, the department of human services, and the public if disclosure is necessary to protect public health or safety.
