Amends North Dakota Century Code section 65-06-03 to modify how workers' compensation benefits are determined for volunteer firefighters, emergency or disaster volunteers, and community emergency response team members.

Requires organizations to determine average weekly wage based on income derived from the claimant's business or employment.

For volunteer firefighters specifically, mandates that organizations consider all employment when determining average weekly wage, regardless of whether workers' compensation coverage is required or otherwise secured.

Applies to all claims filed on or after the effective date of the Act.
