Requires home-educated children in grades 4, 6, 8, and 10 to take either a standardized achievement test used by their school district or a nationally normed standardized achievement test if requested by the parent.

Permits testing to occur in the child's learning environment or in a public school, with administration by an individual licensed or approved to teach by the education standards and practices board.

Exempts parents from the testing requirement if they notify the school district of a philosophical, moral, or religious objection and meet one of three qualifications: being licensed or approved to teach, holding a baccalaureate degree, or meeting the cutoff score on a national teacher examination.

Requires parents claiming an exemption to file notification and necessary documentation with the school district at the same time they file their statement of intent to supervise home education.
