Creates a new section to North Dakota Century Code chapter 37-17.3 establishing fees and a continuing appropriation for the statewide seamless base map.

Designates the statewide seamless base map as an open record accessible solely through a subscription service established by the director.

Exempts data collected by the director for the base map from public records disclosure requirements under section 44-04-18.

Requires the director to establish appropriate subscription fees with any changes taking effect July 1st and a minimum one-year advance notice for fee increases.

Establishes a statewide seamless base map fund where all collected fees are deposited and continuously appropriated to the division for maintenance and distribution costs.
