Repeals provisions requiring development of basic and standard health benefit plans through a health benefit plan committee effective January 1, 2014.

Removes the definition of "basic health benefit plan" as a lower cost plan developed under prior law and eliminates the requirement for a committee to develop such plans.

Eliminates the definition of "standard health benefit plan" and repeals related sections governing the development and requirements of these plan types.

Renumbers and reorganizes definitions in the small employer health insurance chapter to remove references to the repealed basic and standard plan development processes.

Small employer carriers must still actively offer health benefit plans to eligible small employers but without the mandated basic and standard plan requirements previously established.
