• Increases criminal penalties for wholesale drug distribution violations to include class A misdemeanor for knowingly purchasing drugs through unauthorized sources and class C felony for unlicensed wholesale distribution or pedigree fraud.

• Requires wholesale distributors to submit fingerprints for background checks, maintain $100,000 bonds or equivalent security, and comply with NABP verification standards or board-approved accreditation bodies.
