Appropriates $50,000 from the general fund to the North Dakota Department of Veterans' Affairs for training service dogs to assist veterans with posttraumatic stress disorder during the biennium July 1, 2013 through June 30, 2015.

Limits payments to $12,500 per service dog and requires the Department of Veterans' Affairs to pay only upon completion of a service dog's training.

Requires the Department of Veterans' Affairs to report to legislative management during the 2013-14 interim on program status, including benefits to veterans, number of applicants, and number of service dogs provided.

Directs legislative management to study statutory changes benefiting North Dakota veterans, including possible changes to state income and property taxes, veteran-focused incentives, and assistance with obtaining state and federal benefits and life-enhancing services.

Requires legislative management to report findings and recommendations, including any required legislation, to the sixty-fourth legislative assembly.
