Creates a new section to North Dakota Century Code chapter 16.1-07 authorizing the secretary of state to prescribe emergency procedures for absentee voting during disasters or emergencies.

Emergency authority is triggered by armed conflict involving U.S. armed forces, mobilization of national guard or reserve components, natural disasters, civil unrest, war, foreign country emergencies, or an official governor declaration of disaster or emergency.

Secretary of state may modify procedures or requirements as necessary to facilitate absentee voting for uniformed service members and overseas voters directly affected by the emergency who are eligible to vote in North Dakota.
