Establishes a children's health insurance buy-in program allowing parents or guardians with family income exceeding the standard eligibility limit to purchase coverage for uninsured children at rates comparable to the regular children's health insurance program.

Premium charges for buy-in coverage may not exceed the amount the state pays monthly for a child of comparable age whose family income falls within the standard eligibility limit.

Coverage, copayments, and deductibles under the buy-in program must match those of the regular children's health insurance program.

Amends the children's health insurance program to change the gross income eligibility limit to one hundred sixty percent of the poverty line based on net income equivalency.

Directs the department to seek federal waiver approval to increase the income eligibility limit to three hundred percent of the poverty line, with automatic implementation upon approval.
