Authorizes the Budget Section of the Legislative Management to hold public hearings on state plans for receipt and expenditure of new or revised federal block grants under the Omnibus Budget Reconciliation Act of 1981 and other relevant federal statutes.

Approves the Department of Commerce appropriation bill as the Legislative Assembly's authorization for community services block grant moneys for the period ending September 30, 2015.

Grants the Budget Section authority to conduct required public hearings on additional block grants approved by Congress after the Sixty-third Legislative Assembly recesses or adjourns, since the legislature will not meet in regular session during 2014.

Authority is effective from the recess or adjournment of the Sixty-third Legislative Assembly through September 30, 2015, with the Budget Section permitted to determine appropriate methods and procedures for public notice and hearings.
