Expresses opposition to the United Nations Arms Trade Treaty in its current form and any treaty that infringes on the individual or collective right to keep and bear arms

States the treaty covers both military munitions and "small arms and light weapons" without distinguishing between different types of firearms, from rockets to handguns and rifles

Claims the treaty would expand federal firearms controls on transportation across national borders, require records of all arms and individual users, and obligate the United States to take measures infringing on Second Amendment rights

Urges the President, Secretary of State, U.S. Ambassador to the United Nations, and all U.S. Senators to reject the treaty

Directs the North Dakota Secretary of State to send copies of the resolution to federal officials, state governors, state legislators, and all members of the North Dakota Congressional Delegation
