Creates an outdoor heritage fund receiving 4% of total revenues from oil and gas production taxes and 4% from oil extraction taxes, capped at $100 million per year, to be transferred by the state treasurer to the fund.

Fund grants must support water quality protection, natural flood control, wildlife and fish habitat restoration, parks and recreation areas, and conservation programs for beginning and working farmers and ranchers.

Establishes a 10-member outdoor heritage commission including the governor, agriculture commissioner, game and fish director, parks director, state forester, and legislative leaders, with an advisory board appointed by the governor from various interest groups.

Prohibits fund use for litigation or lobbying; restricts administrative expenses to 3% of annual income; allows use for real property and easement acquisitions; requires the state investment board to manage investments.

Becomes effective for oil and gas produced after December 31, 2014, and expires January 1, 2039, with option for voter reapproval in the election preceding expiration.
