Appropriates $28,714,500 in general fund and $70,000 in special funds to the legislative branch for fiscal period ending June 30, 2017, including $10,017,373 for salaries and wages and $5,049,931 for operating expenses.

Increases daily compensation for legislative assembly members from $167 to $172 effective July 1, 2015, and to $177 effective July 1, 2016.

Increases monthly biennium compensation for legislative members from $467 to $481 effective July 1, 2015, and to $495 effective July 1, 2016; increases leadership bonuses from $335 to $345 and $355 per month respectively.

Authorizes director of legislative council to use available funds for salary adjustments to assist with staff recruitment, retention, and recognition of exceptional performance.

Directs legislative management to study during 2015-16 interim the use of bonding to finance state building, road, and water construction projects and report findings to the sixty-fifth legislative assembly.
