Appropriates $114,932,107 in total funds ($112,565,301 general fund) to the judicial branch for the 2015-17 biennium, including $15,949,862 for the Supreme Court, $95,932,608 for district courts, and $682,831 for the Judicial Conduct Commission.

Authorizes four additional district court judgeships to be filled within 30 days, with judges appointed according to North Dakota Constitution article VI sections 9 and 13.

Increases Supreme Court justice salaries to $152,000 annually through June 30, 2016, then $157,996 thereafter; chief justice receives additional $4,327 through June 30, 2016, then $4,558 thereafter.

Increases district judge salaries to $139,661 annually through June 30, 2016, then $143,869 thereafter; presiding judges receive additional $4,835 through June 30, 2016, then $4,917 thereafter.

Authorizes $4,392,837 in one-time funding for 2015-17, including $2,000,000 for disaster recovery, $1,149,377 for facility expansion, and $924,460 for technology equipment, with Supreme Court required to report on usage to legislature.
