Appropriates $195,692,644 in total funds to the North Dakota Department of Health for the 2015-17 biennium, with $51,521,680 from the general fund and 365 full-time equivalent positions.

Amends veterinarian loan repayment program eligibility requirements to require applicants must be employed full-time in private veterinary practice (in addition to existing requirements of graduation from accredited veterinary college and state licensure).

Designates $250,000 in general fund grants for local public health units serving non-oil-producing counties and requires at least 85% of $7,500,000 rural emergency medical services grants go to providers not receiving oil impact grants.

Directs legislative management to study the feasibility of University of North Dakota acquiring the building housing its forensic pathology center during the 2015-16 interim.

Directs legislative management to study onsite sewage disposal statewide during the 2015-16 interim, including areas lacking environmental programs, uniform standards, and the impact on industry and public health.
