Appropriates $1,217,245 in general fund money to the Indian affairs commission for the 2015-17 biennium, including $933,039 for salaries and wages and $284,206 for operating expenses.

Establishes a North Dakota American Indian business development office within the Indian affairs commission to assist tribal and individual entrepreneurs with access to state and federal business development programs.

Requires the commission to cooperate with the department of commerce in administering the office and authorizes the commission to contract with third parties for service provision, with all data and databases becoming property of the commission and the third party.

Includes $9,775 in one-time funding for information technology hardware that will not be part of the entity's base budget for the 2017-19 biennium.

Repeals section 54-60-14 of the North Dakota Century Code relating to the previous North Dakota American Indian business development office structure.
