Appropriates $23,712,023 in total funds ($8,697,725 general fund) to the North Dakota Veterans' Home for the biennium beginning July 1, 2015 through June 30, 2017, including $17,504,980 for salaries and wages and $5,311,000 for operating expenses.

Allocates $536,160 in one-time funding for the 2015-17 biennium including $126,800 for shop addition, $83,000 for irrigation system, and $326,360 for equipment, which will not carry forward to the 2017-19 budget.

Exempts unexpended funds from a 2009 veterans' home construction project from lapsing and allows continuation into the 2015-17 biennium for construction project expenses.

Authorizes the veterans' home to transfer up to $132,500 from operating expenses to capital assets during the 2013-15 biennium with notice to the office of management and budget.

Permits the veterans' home to use up to $788,200 from the Melvin Norgard memorial fund, litigation proceeds, or other funds for shop addition construction during the 2013-15 biennium.
