Appropriates $59,719,104 in total funds to the North Dakota Highway Patrol for the biennium July 1, 2015 through June 30, 2017, with $46,656,563 from the general fund and the remainder from special and federal funds.

Authorizes transfer of $6,687,330 from the state highway tax distribution fund to the highway patrol for operating expenses during the 2015-17 biennium.

Provides highway patrol officers with monthly expense payments not to exceed $200 per month as reimbursement for meals and other expenses (excluding lodging) while on travel status within North Dakota or at home stations, payable without receipts.

Designates $857,000 in one-time funding for specific equipment and upgrades including mobile radio equipment ($626,000), outdoor range upgrade ($80,000), skid car training system ($66,000), and new trooper startup costs ($85,000).

Directs the information technology department to oversee installation of radio communications equipment by executive branch agencies and develop implementation processes based on the North Dakota statewide radio system assessment study.
